The Former President's Progressive Alarm Overlooks The Continent's True Threat: Economic Decline.

The recent US national security strategy presents a misguided assessment of Europe. The document asserts that open-border policies and so-called "woke" policies pose an grave risk to European civilization. However, this argument rests on a serious misinterpretation of the situation. The actual danger confronting Europe is not cultural but technological and economic backwardness.

The Stark Economic Gap Between Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, American economic output surged by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the European Union. During this time, EU GDP per capita fell from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a higher per capita income than several leading European economies like France and Italy.

Currently, about 50% of the global top fifty tech companies are US-based, while only four are European.

The Innovation Shortfall: A Critical Problem

This widening economic gap is driven by superior efficiency gains in the US, fueled by technological innovation and higher total factor productivity. The landscape of world technology dominance is decidedly US-centric. In the last fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, compared with only fourteen in Europe.

This disparity prompts a pressing question: In the race for future industries like AI, semiconductors, and fusion energy, where does Europe positioned? Most analysts agree it is essentially a contest between two between the United States and China, with Europe starting at a clear handicap.

Root Causes of the Continent's Innovation Gap

A number of major factors explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for funding startups. Europe still lacks a genuine unified investment market, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can introduce a product under a single set of laws to access a market of over 330 million. The EU, despite a bigger population, is divided among 27 different national systems, creating significant market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was once viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its capacity for breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

In spite of these challenges, there are causes for optimism. European leaders are growing more conscious of the existential challenge and have begun to propose substantial change. Key reports on EU competitiveness and the internal market highlight the need for sweeping changes.

With the right policies and regulatory reforms, Europe's strengths might enable far greater degrees of commercial innovation.

Europe retains considerable advantages: skilled human capital, top-tier education systems, and world-class research institutions. Alongside a vast domestic consumer base and substantial household savings, these foundations could unleash a new wave of venture creation.

Importantly, even if Europe does not take the lead in creating cutting-edge tech, it can still dramatically boost economic output by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now faces a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. But, without bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible decline in world influence.
