Ukrainian President Volodymyr Zelensky Declares Absence of Explicit Defense Guarantee from Allies

President Zelensky has stated that European allies have not given him solid assurances that they will defend Ukraine in the case of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after the UK and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have yet to be solidified. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at talks in Paris on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be sent.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has thus far remained silent on the announcement made in the city of Paris.

President Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to support Ukraine for the foreseeable future".

He added: "It paves the way for the juridical structure under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if European countries would defend Ukraine.

"However, until we don't have such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you still have to rely primarily on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on agreeing security protocols.

Recently, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and security guarantees have been at the center of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
